It’s Dutch, and if I found translation correctly: “All the confidence that he has had has completely had no impact on the rest of his life”.
Well, it seems as if someone is talking about the confidence he HAS HAD (past tense) HAD NO impact on the REST of his life (Hmmm…past tense reflecting on his possible future, unless the inference is about other areas of his life presently). Good one! Tough call, though. 🙂
